In Midgar, a city controlled by the mega-conglomerate Shinra Inc, the Mako No. 1 reactor has been destroyed by the rebel group AVALANCHE.

AVALANCHE was secretly created to lead the fight against Shinra Inc, an organisation that is in the process of absorbing Mako energy, thereby destroying the planet's natural resources. Cloud, a former member of Shinra's elite SOLDAT force, is implicated in the explosion of the Mako reactor.
