Your city is divided into zones with different functions, such as housing or extraction. It's up to you to build new ones and ensure that the existing ones work in perfect harmony.
Over time, you'll need to build places like the town hall or the research institute. Inside these buildings, you'll draw up laws and plans to ensure that your town develops in the right direction.
To ensure that your city's growth doesn't falter, you'll need to venture out into the Expanse. Here you can build vast colonies that will provide you with all the resources you need.

Your citizens can form communities and factions, each with different ideas about the city's future. In the Council Chamber, you propose laws and negotiate them with the faction delegates.
Supporting each faction in the Council Chamber is expensive, because
the rise of one faction breeds discontent in the others. Each alliance must therefore be carefully thought through.
The Research Institute is where you forge the city's future. Each new project must be assigned to a faction, which means you have to manoeuvre and form strategic alliances.
The people of your city want to have a say in how you run things. Each faction has its own ideology and ideas for the future, but they all have one thing in common: an insatiable thirst for power. Choose your allies wisely in the Council Chamber.
The story of Frostpunk 2 is a multi-chapter saga set in the frozen wastes. Spanning the lifetime of the Intendant, this campaign lets you feel the burden of leadership as you take responsibility for thousands of lives. Meanwhile, the sandbox mode called Utopia Builder, with infinite playtime, lets you conduct unlimited social and infrastructural experiments.
